Use the 87th Street or 84th St entrances, you should be able to access most of the park and the river from there with a wheelchair. I believe that the 87th St entrance also has bathrooms with ramps. Just avoid the 86th St entrance and you should be fine and also keep in mind there are a few hills so you might need some assistance.
None as long as it is a small one. There is no outdoor cooking...
I wouldn't linger too late... But I guess on a clear night you may see some stars. Manhattan is not the best area for stargazing... Too much ambient city lights. Montauk... Or as far away as the city lights as you can get.

Hmmm. Not sure exactly what you are getting at. The sprinklers for the plants are on periodically, but there aren't exactly any suitable for kids to cool off. I hope this proves useful.

No, there's no pond, but the park is along the east river, so you can throw it into the river and see what happens. Good luck getting it back though. Central Park might.
I did see the truck in front of the main entrance on 86th St last week.
There are restrooms at the main entrance on 84th street. There are also restrooms further up beside Gracie Mansion.
I took the tour several years ago. Great tour! Not free, but worth it.
