I wouldn't linger too late... But I guess on a clear night you may see some stars. Manhattan is not the best area for stargazing... Too much ambient city lights. Montauk... Or as far away as the city lights as you can get.
Its beautiful there at night. With a love one and/or by your self. The view is special.
I have been there pretty late some times there is a police presence. I believe it's pretty safe. If you look really well you can see the stars🌟
Its safe. I would go past East 90-92 though. Downtown is safer. But I agree with Ben don't longer too late. You can see stars, I come out every now and the to see them.
