Yes parking is free. I'm a Bronxite for 56 years. And yes people have (and still do on occasion) fish at Pelham Bay Park. I don't see as many people out there as I use to, however there's small boat rentals at City Island that would also make for a good day fishing.
Trust me you wouldn't want to go fishing in that park
