My car was broke down and I finally got it fixed, but the tags expired last year and I wasn't able to drive it to have it tagged due to the car was not running. I was told I would have to pay for both years. Is this correct?

If you have documentation of it being broken and recently fixed you shouldn't have to

Not sure about that. I had a car that i didnt tag to two years. Just had to sign a form stating that i was the owner. Wasnt stolen or used for parts.
