It can be. If your saying you waited 9 hours in a room in the ER then that is really dependent upon availability of hospital beds on the floor you need to go to for your particular illness. Unfortunately that can mean either a long wait for someone they expect to be discharged or even perhaps a transfer to another hospital if they do not foresee a room becoming available for you.

Yes it absolutely can be depending on your issues and bed availability..if you waited 9hrs in the lobby then that may be an issue.. But again this comes down to how serious your bad your issues are compared to others in greater need of assistance..
