No, in order to register you have to get insurance firs then go to dmv with the bill of sale (MV-912) if you bought the vehicle or (Form DTF-802 ) if you obtain the vehicle as a gift, title must be signed by the seller or donor plus the registration form (MV-82) proof of your license and insurance obviously money to pay the process of the registration and plates, hopefully i could help.
