No, but you will need the title to register. "A cllos" is correct. However, a bill of sale is not required if the seller/previous owner signed and completed section 6 on the DTF-802 form. Also, if you mark down (on the DTF-802) that you paid "less than fair market value" for the vehicle, then the seller MUST fill out that section.

No, in order to register you have to get insurance firs then go to dmv with the bill of sale (MV-912) if you bought the vehicle or (Form DTF-802 ) if you obtain the vehicle as a gift, title must be signed by the seller or donor plus the registration form (MV-82) proof of your license and insurance obviously money to pay the process of the registration and plates, hopefully i could help.
