No, we just went to ZooAmerica, parked right there, and paid at ZooAmerica
You can enter free thru the park with park administration but you can also entry from outside but don't know the cost just for the zoo entry.

Admittance to ZooAmerica is included in the park admission fee so you can only enter & exit through Hershey Park. The zoo is located up on top of the hill where the kissing tower ride is (wasn't running when we were there) I believe at the highest point in the park.
There is another entrance just for the zoo.
According to their website, the zoo is open year round and there are admission prices listed for ZooAmerica alone--even annual passes.

There is a separate entrance to visit just the zoo, but if you enter that way you can not gain access to Hersheypark. if you have a Hersheypark ticket you must first enter Hersheypark and then cross the bridge to the zoo. Then when finished at the zoo you can cross back into Hersheypark.

No you do not enter though the park if you are only going to the zoo, but though the zoo its self
