No power on the lakes. In fact the upper lake was closed due to issues with spillway. So for sure you should call park office and verify access.

I would call the park or rangers office to make sure. Me myself i don't recall seeing any motors on any boats.

Both lakes are no wake lakes. Which means paddles only

There is a rustic ramp at the upper lake. None at lower lake. Not sure on the motor limits. Have seen kayaks, canoes and jon boats with trolling motor in it without any park intervention. Try calling park office Thurs-Sun during business hours to be sure.
