The NPS web site for the RV park indicates it is operated by a concessionnaire. You do not need a National Park pass to use the RV park, but if visiting the other parts of the park while using the RV park, you will need to have a NPS or other valid pass or pay the fee.
It is but the RV park is on the outskirts of the park. It's a different entrance than the park. You will have to drive to the entrance of the national park which is only a few miles away.
