The camground is 24/7. However the main entrance to the national forest land and Skyline drive closes for winter I believe at the end of November. Also camping is a fee of 15$ nightly with a checkout time of 12pm the next day. Also the main gate to enter Skyline drive and the national forest is 30$ per car. I pay the annual fee of 55$ good for admission to national park for an entire year. If you enter park after 8pm. There is no rangers present to collect entrance fee. The sign says "pay as you leave." You can also enter campground later in the evening after the ranger office is closed and pay for your campsite in a drop box.
You can enter and exit the camp ground at any and all times, no gates to worry about.
But quiet time is 10pm to 6am
