You go to the front of the jail in the soon as you enter the front doors that will be a red phone on your left hand side on the wall. You pick this phone up and it automatically transfers you to the police station. Explain to them that you need a magistrate to be brought present and that you need to file charges. An officer should come speak with you and take you before the magistrate whether magistrate is physically in person or whether it be over televideo. The magistrate will decide if you're allegations are legal to obtain a warrant or bring forth papers or whatever you're trying to do
