No. They've tried running shuttle buses in the past, but they are only needed early in the morning and in the evening, so it doesn't work out. You can get taxi or other service. Disney is very close, about 15 minutes or less to the park entrance. Universal is a little further away.
To travel till entry gate of resort, u can ask for golf cart ride. But i am sure driving is the only option for traveling to theme park.
