My brother is flying from cincinnati, ohio to fort myers, fl with our niece... He has a kentucky ID and she doesnt have an ID she is only 13 will they still allow them both to fly?

Yes. She doesn't need an ID until she's 18. I just flew yesterday from MSP to IAD with my friend who is 16, and he didn't need an ID.
