I am pretty sure that federal law states that all passengers are allowed 2 items (only one big item) on all airlines. So, I think that you are fine with a purse and another small carry-on, as long as that is it.
With allegiant air you can have a carry on ($15 fee) and personal item for free
Allegiant, Frontier, and Spirit definetly only allow one purse or backpack for free. Discount carriers always charge for a carry-on.
(Aug '18) All airlines permit one personal item (e.g. purse, small briefcase, backpack). Carryons are dependent upon your airline allowance and in some cases ticket fare class. Legacy airlines (American, Delta, United) recently began offering basic economy; similar to ultra low cost carriers (Allegiant, Frontier, WOW), these fares require purchase allowance for a carryon item in addition to a personal item. On Southwest, bags fly free.
