It is highly recommended that you see a PCP and ask them for the consult to the specialist, but the person must also be a veteran. You can call the VA to ask the same question of eligibility for more details.
Basically works like any other hospital. Your PCP should be your first stop before seeing a specialist.
See your pcp first to get referral and if there is no specialist in the hospital then you will get a referral to a civilian doctor and you will not be out of pocket and you can even get reimbursed for mileage.
