In Westchester County, these records can be obtained from the local clerk in the village, town or city in which the event being documented, birth or death, took place. The White Plains City Clerk should be able to help you obtain a copy of your birth certificate.

First go online & register for a new Birth Certificate, Give all information about who is your parents. Next send a money-order or check to White Plains City Hall , with your name on it. Should take a couple of days to be sent to you.
