Not in the regular lot. You may want to check on the Overflow lot though. They are building the new cruise terminal next door, so a large portion of the regular lot is fenced off for construction equipment. Contact Port Security, they will be able to answer.
They used to allow overnight fishing. People would put out a couple fishing poles and then go to sleep. LOL but you better check regulations first
