Why is it okay for multiple employees and a manager to go on a smoke break with a full line in the drive thru leaving only 1 employee inside alone to do it all?

I WAS OUT THERE FOR A FREGGIN HOUR, and I was just trying to buy a homeless couple dinner, it wasn't even that much food, but after I was told to pull up the employee came out and left the store empty and got into an altercation with the other employees and the manager while I was still sitting and waiting for my food and the drive thru was packed!!! (This was at like 1 or 2 am)

It is illegal to do that for multiple reasons (safety in different ways). I would report this to corporate and state restaurant board (don't remember exactly which offices do to not working in that type of field anymore). Keep the receipt as proof of time and they can review video footage if that location records.
