Absolutely NOT free. No dog should ever be free because dog fighters will use them as bait dogs. And owning a dog is expensive. Food, vet care...just flea control and heart worm prevention is a few hundred a year.
I've been there here recently and unless you live in a neighborhood where u can have and raise a pit bull, that's all they have for now, but that was about a WK ago, they might have gotten something since then
