It's best to just go in person and wait by the door for someone to open it. I took my son there recently to get his first state ID and I rattled the door to let someone know we were outside. When we got inside I asked for an appointment and was told I didn't have to have one,they did his ID the same day.
You should call for an appointment. But☝, if you w a it patiently by the door there a wonderful set of employees working, and as soon as they can get you in, they will... They don't have to see anybody without app. But these ladies are especially gracious and caring...
