You do not need an appointment to my understanding, hours are 8:00am to 4:30pm. However, to be sure you can call the Register of Deeds.

You don't need a appointment. Just walk in with your letter to take your oath (within 45 days of the oath notification issue date) and, I think $10 for the fee.
