The Neuse is a city river. Runoff contributes to its pollution which is why there are warning signs all along the river against eating its fish. I wouldn't play in it whether it's low and slow or not.
If the river is low, it can be fun for wading. They'll need help going down the steps. Shoes are also a good idea. Have fun!
There is an area at the very far end of the lower parking lot bekow the falls lake dam where there used to be an ild ramp. The water in that area is in a foot or so deep and kids can wade in this area. This river has potential currents that vary on release of water from the dam and even when the water is low it can be dangerous. Any kids nust be highly supervised and I wiuld not recommend any kids whi can bot swim go anywhere near a river. Ricks can be slippery and the water is often murky so if someone does go under seeing them can be difficult.
