a neighbor just had above knee amputation and she would like to know if her nc medicaid can be up graded to medicare. please let me know what benefits

My best advice is for her to call. I could be wrong and I'm sure ppl will chime in if wrong but I think Medicaid is better than Medicare.

Yes. As long as she receiving a check from social security or SSI.
