Yes, they are supposed to assess the damages and supply a quote before beginning work. Do not wait for them, call then til they answer and keep calling til you het your questions answered. They are notorious for hanging up on "on hold" customers and flat out not answering. If you have another option go to another shop, they are way too unreliable to deserve your money.
