No, they will not lower the adoption fee. If you cannot afford the fee, you shouldn’t get a cat because of the LARGE yearly fees of cat food, litter, and vets fees.

My humble opinion is if you can't afford the adoption fee, you can't afford to own a cat. Food, litter, and vet fees add up.
