I live in a condominium and my neighbor left for Florida on July 1st and left her puppy alone in condo till July 15. Random people coming every 12 hrs for 10 minutes to feed/poop/pee. I feel this is so bad for this puppy. Is this ok?

If it's just every 12 hrs, then no. Generally speaking, it is not ok. Mostly cuz a puppy can't hold it that long. Most dogs have a hard time making it 8 hrs, nvm 12. But some owners do use wee wee pads, so it might not be a problem. This is also a critical period for socialization and training, so it would be better to get more than 20 min of human interaction a day. That being said, he is being kept alive. And it is presumably a short-term condition. Without knowing the inside conditions, e.g., if he's really able to exercise or if he's being crated, it's impossible to determine whether it's a case of cruelty. And I don't know the laws surrounding that. That being said, Andrew is right. This is not the right forum. ASPCA website might have some useful info for you.
