Hi Amanda, go in during open hours. The center is very full, as are most other places but talking to someone in person during open hours is best.
Check with Cat Welfare too.
Sarah's answer was right. Take the kittens in with you when they are open, plus offer a donation of $100-$200 to care for them. Do not even try to work through the phone.
