I know they have bikes for rent not sure about the scooter rental
Not at the park itself but there are other companies that do this in the city then you can visit.
As noted above, there are horse-drawn carriages that are lovely but the pricing on it is very expensive and cost by the minute. Like others, concern for how well taken care of or not are the horses that work in the park or in NYC. You can look up online private companies that may rent scooters, inquire if they may have accessible vehicles and must be safe usage plus insurance for such rented vehicles for those with disabilities. I work in the field of disabilities, ask to see the insurance written policies and what is or is not covered using such vehicles. Of course, visiting Central Park and New York City is absolutely outstanding, on any given day!
There's no service like that in Central Park. Your only options are the rickshaws or the horse drawn carriages, with the latter the most pricey.

Honestly I didn't see that around there, the only thing that they have available was bicycles
At this time, I do not believe that disability scooter rental is available. I would suggest contacting the park directly to see if accomodations can be made. Considering that this is Central Park, I'm quite sure they can work something out for you with a little advance notice.

No disability scooters. No motorized vehicles allowed in park
You can rent electric scooters but not disability scooters. There are however, people who do tours that will give you a ride around the park and explain the importance of the attractions for roughly 100 dollars
