The ferry doesn't go to to the Manhattan VA directly per se, BUT it does stop at East 34th Street, next to the heliport...from there you can either walk south to East 23rd Steet or walk to 2nd Ave. and take the M15 bus and ride down to 23rd Steer and walk back to 1st Ave, where the VA is located. Its actually a nice ride on the ferry.
