When I was there, I saw lots of chairs and umbrellas on the beach unoccupied. It probably belongs to the hotels.

No it's better you bring your own. Also they have no public bathrooms unless you are a guest of their resort. They do have port a potties which are located in the parking lot. Also there is a fee, if i remember correctly it is $6 per car.
