Yes you can go jogging but you can also take a bicycle that has an electric motor and battery on it as well as an electric wheelchair or an electric scooter. Virginia law states that the motor may not be more than 1000 watts and it is not considered a motor vehicle. Think about it, most wheelchairs are electric and they have "motors", if you excluded motors completely it would exclude electric wheelchairs and this is why this law was put in place among other things. There are many people out there who are elderly that still want to ride a bicycle but cannot do so without the pedal assist option which makes them free to enjoy a bicycle again. And yes there is a sign that reads: no motorized vehicles" but as I stated before and will say again, an electric motor that is 1000 Watts or less is not considered a motor vehicle according to Virginia law and can operate on any bicycle designated path. According to federal law it is 750 Watts or less.
