I do this every year. Please see the Wreaths Across America website as they are in charge of purchasing and distributing the Wreaths. Usually volunteers show up on the morning of the wreath laying around 9am and wait by a truck. After the opening ceremony , you get in line and grab some wreaths. I would recommend taking the metro as it is very crowded and parking is usually not available.
