Can you have a memorial for a family member at Arlington who died and is buried in another country but retired from military service and the died after 30 years service

I have done military funerals in ANC since 1996 and I have never seen memorial services in the manner as you have described. Recommend that you contact ANC's central office for a more specific answer to your question.
