Any veteran that has served for at least one full day and has an honorable discharge is eligible for burial in a National Cemetery. Due to space restrictions, Arlington has more strict requirements for in ground burial. Above ground is less strict (cremated remains). Rules for internment are managed by the Department if Veterans Affairs. The definitive answer on individual cases can be found by contacting them about Arlington and all National Cemetaries.
Due to limited space Arlington cemetery cannot bury every veteran there. Usually those who died while actively serving and their immediate family can be buried there. Purple heart, and Silver Star recipients can also be buried there
