As of Saturday 01.20.18 the answer is yes. The National Park Service is doing their best to keep the parks open. However, there may be some services thay are limited in capacity including access to buildings like restrooms. Additionally, staffing may be limited. If you plan on visiting our National Parks, park officials are asking that people be viligant in their efforts to "leave no trace."
Arlington National Cemetery, which is managed by the U.S. Army, will remain open and conducts normal operations during a government shutdown. The Arlington House, which is managed by the National Park Service, may have limited services during a shutdown.
