Virginia law says that pet owners need to provide adequate shelter for companion animals that is “suitable for the species, age, condition, size and type of each animal.” Law states that the shelter must have enough space for each animal, is safe and protects animals from injury, rain, sleet, snow, hail, direct sunlight and the adverse effects of heat or cold. Shelter must also be properly lighted and cleaned. In addition, the shelter must have a solid surface (resting platform, pad, floormat, or similar device) that is large enough for the animal to lie on in a normal manner.
Thank you Deborah and Corrie for responding. It's heart breaking to see animals left outside, chained up, 24/7, even with 'adequate shelter...food, water'. A friend posted today 12/30/17 that a chocolate lab dog has been subjected to this life. I was hoping to find there's been a new law established to protect pets from idiot owners. 😏
If you see this happen to a helpless animal, report it immediately. The owner will not be told who you are.
My understanding is that all shelters are to provide adequate insulation against the elements to insure that the animal isn't exposed to frostbite and hypothermia. Is there really a reason to leave an animal out in freezing conditions? Bring them in to a mud or laundry room if necessary.
