Its 9+ at night. I would advise to visit that are after 9 pm. Its much nore beautiful after dark, and the crowds have thined out also.
As a veteran, it's a solid 10! Makes me proud to be an American Veteran, and proud to pass it on to my children and grandchildren.
Go at night, read the inscriptions, stand before Lincoln, and look out to see the unobstructed view to the Capital building, so that Lincoln may forever keep watch over the country... definitely a 10 for symbolism, history, and layout.

The Jefferson memorial is definitely a ten.
