Yes you can smoke your heart out cigarettes that is but not pot as stated it is Federal property and you will be arrested enjoy the air, peacefulness and majestic of the park it's like being some where on an island alone.
Smoking is not banned in National Parks, but littering, by discarding cigarette or cigar butts is illegal. One is also barred from smoking within 250 feet of doors of enclosures, as best I can make out from a quick read of the most recent policy directive for the NPS. I suspect that at certain times of the year, that is during high fire-danger periods, smoking is forbidden altogether.
Depends on what you want to smoke. DC has legalized pot and that park is in DC. However, the arboretum is part of the National Park system and the feds still have it as an ilegal substance; therefore, you can only smoke pot outside of the gates. As for cigarettes or cigars, why would you want to mar such a wonderful nature experience with tar and nicotine?
