I follow the IG for the national park service for the capitol and they seem to update daily.
I was there Saturday, It's still open. The gardens near the Capitol, however, are fenced off.
Closest parking is lefanta plaza and Ronald Reagan building. Or u can park on Jefferson dr or Madison dr. $4 for 1 hour
Yes, it's outdoors. It's an area between buildings, like a small park. If you're really asking about the butterfly conservatory (live butterflies in an enclosed ecosystem)...thats inside the Museum of Natural History...Costs $6 per adult and you must buy a timed ticket onsite. However, conservatory is free on Tues.
