If you are doing photos out there, not just snapping pics, you do need a permit. There was a sign in front of one of the cherry blossom trees with the needed info but I did not take a photo. If I recall correctly, they issue permits on Tuesday and Thursday, the business office has the applications.
You don’t need permission for photography. If you really want to get nice pictures, I will advice you to take professional camera.
Only need permission if you are going to take pictures near the visitor center, I would call there or look on website
