Yes you can rent the Pavilion, but I don't know what the rules are now because of covid-19
I'm not sure about that you would have to contact city hall or government agency in Vero Beach Florida to find out
There was a wedding party there, if only for pictures.
I think usually you can rent but covid-19 has changed everything so it's best to see what are the new rules.
