No I don't think dogs are aloud
I was chased out of Mohegan Park by a cop when I was walking my dog on the street. I figured the park closed at sunset but not the streets running through it.
Sadly, dogs aren't allowed. Preston Park has a trail that you can take dogs on, though.

Ni digs are allowed on the trail around the pond, but I believe the trail connected to the parking lot on the corner if Mohegan Park Rd & Wilderness Dr. You can walk a leashed dog. There are trail maps in the metal box near the big display map at the entramce if that parking lot.
No dogs allowed in the park there is a dog pound there
No pets allowed, but that is ignored by some.
Yes, as long as they are on a leash! AND don't interfere with the wildlife in the Park!
