The park is open but you cannot drive completely from North to South on Highway 1. It is closed at Gorda until summer 2018. From South access is closed at Salmon Creek.

Road opened a week ago
Just came back last night. Still closed.
I was there about month ago, and the road was open going south from Carmel-By-The-Sea. A couple trails were closed for safety reasons, including a trail to a waterfall, but it was still an enjoyable experience.
Yes, it only closed one portion of the road. Its closed somewhere south of McWells falls.
Came through 3 most ago...some short delays but open north south all the way. Still the Magic Highway
Can you get to Pfeiffer from Carmel?
This summer they had a trail where you could hike uphill to the area that is cut off, and for that area they had a shuttle to drive you around. I think only one of the campgrounds is on the side you can't drive to. Best way to reach the area in my opinion is from the north where the camping is.
Note that some trails are closed too - if you have a particular trail in mind, I recommend checking if it's open.
