What is the property manager responsible for when a previous tenant moved out and had pets? What kind of carpet cleaning is to be done to ensure the next tenant won't have an allergic reaction to pets?

You should have new carpet when you move in.

In Cali carpets are to be replaced every 12 years by law

Sandra, get a hold of me on FB. Live to talk to you. Need info . Its not up to allergens . if they have a problem, that's on them.. Just have them cleaned. They allow pets so it on them. You don't have to have to replace the carpet, unless it's been damaged. The manager should let you you what is needed at the walk through. The only for sure thing is, when moving out, you have to professionally clean the carpets, whether you have a pet or not it has to be professionally cleaned. When you move in they should be clean

Depending on how long previous tenants resided in unit, the carpet should be replaced or professionally cleaned and enphasizing to the company that previous tenants had pets. A lot of landlords are tearing out the carpet and putting tile or laminate just because carpet carries a lot of dirt even when it has been vacuumed regularly and cleaned. What I recommend is to talk with the property manager and explain that you have bad allergies and the carpet wasn't cleaned good and if they could please have the carpet recleaned. Communicate with the manager and if it doesn't work, call management company directly. Good luck!
