If they can't answer the phone, they ethically can't hinge everything on whether you call or not. Give us a better option. It's not us who are failing, yet we're the ones who lose out. These are people's lives.

I was told by a rep today that "yesterday the air conditioning in the building stopped working, so we had to close early. All the calls in the state were being routed to the north office," so they couldn't handle the call volume. That doesn't sound at all like it's my problem!!!
