Depends on what is causing your boot loop. If it's a software issue, sure. If it's a hardware issue, they will need to send it out.
More than likely not. My iPhone 7 was stuck in a boot loop and they didn’t do a single thing to help. Just told me I needed to upgrade.
They will fix anything if you are within 12 months of purchase.
