Yes there is a fee. For that fee you can ride the train and children can have a pony ride. There is gold panning and baby animals. There's old buildings to explore along with a cool blacksmith shop. They can learn how to work with leather and spin yarn. It is a full day of fun with areas you can picnic and splash pad to cool off in.

What you can see for free is very limited, better pay $13 and you will have fun

Yes. There is one day a year it is free to get in, but it gets very packed on that day as well.
