I’ve encountered the same problem, it’s better to use their online chat feature or submit a question online and have someone from Tesla call you back.

Tesla service usually gives you a run around and you're likely not going to be able to get their people on the phone. Instead try calling a sales floor (like the one in Aventura mall if they're still open) if it's a general question about purchasing the car. If it's a car service issue for your existing car then go on the app and request service, a human will message you and you can ask them questions via messaging.
Their sales customer service is the absolute worst this is their normal...
No it’s really hard to get someone on the phone. They normally communicate on the TESLA app.
