No. You don't need to schedule to see activity. They do have a center there with helpful information about the environment you might find there but you are able to hike/walk the park during all daylight hours
The gardens are owned by the city of Springfield, Illinois and managed by the Abraham Lincoln Memorial Garden Foundation.
