All IDs are required you must have a reason why you are getting on base if you are a civilian as for restriction you are required to wear your mask if you have your vaccinations you do not have to but all people will be checked no matter what

Those restrictions were recently lighted on memorial day weekend. She should be okay as long as she has her DOD spouse ID.
